wow not even sure if that's a script, it kinda looks like one of These except it's not on a subdomain.
I wasted a bunch of time with phpLD don't waste your time there I'm a big fan of Blogs Organizer I'm sure with a little tweaking you could make it work for your directories

A directory script is what you want. There are tons of options including free ones. all will require massive template work to create a unique design.
