On my casual quick look a few months ago that is about the figure I saw which basically meant you had to live in poverty in order to collect benefits.

I think they are trying to prevent people from claiming disability that are able to work.

For those who are interested in getting this, I just walked through the signup and enrollment processes and was able to download the book and access the full Photoshop course without ever giving them any billing information.
