Zombaio will process without the Visa fees, as they are out of the US. You can pay affiliate with their "RedPass" card which is easy.

But they have crap as far as stats, so if you go all out and use them, you might want to also use something like NATS to provide galleries/banners/ and better stats for your affiliates. I am not sure how that works though as far as tying the two together.
