I think you may be confusing a site which is free (like yours is) and a "Free Site" which is a specific kind of site designed for submission to Link Lists.
If you look at the Free Sites which are listed you'll see they follow a standard design: Four pages, which include a warning page, a main page that links to two gallery pages, and the two gallery pages. Your site may indeed be a free site, but it's just not a Free Site. HTH
