Maybe the board needs a small text include that lists all the other boards. There is a drop down menu at the bottom of the board that does this but it seems to be overlooked a lot.

I think people would skip over the text the way they skip over the dropdown box. I don't think anyone visits the site and thinks there is only one forum. I just think they visit the forum that is most important to them.
And...looking at our stats, there aren't really a lot of people that visit only one forum. It isn't really a big problem.
