In Canada I see a black background saying test 1 and test 2 in top left corner.

Not quite sure what you mean by 'foreign country' but as you're in Australia I guess the US qualifies as foreign :-)

I get a black background with the text in the top left hand corner here in GA

Umm... anyone NOT in US, Canada, UK or Australia. (I think that's it according to the program I use).

In the first URL I get "test 1" in the top left corner in a black background.

The second URL shows "test 2" for a second or so and it redirects me to a page in Spanish.

I'm in Mexico.
