The Atkins diet, and no, you're not supposed to stay on it forever, he even says so. But to lose weight and see progress so you
dont get discouraged and give up, you cut out a
lot of carbs in the beginning. Then, when you near your weight goal you start adding in
good carbs like fruit, nuts and vegetables that have carbs but they also have fiber which offsets the carbs. After you hit your goal you just have to keep the carb intake under control. It worked for me and I never felt hungry.

(only problem was I didn't control the carb intake after I lost weight)
