Yes, PR is an indication of the value/quantity of a site's inbound links. That's about it. It's zero indication of traffic quantity and quality. People purchase PR inbounds thinking that those links will bring them traffic by lifting them higher in the SERPs, however, it doesn't do enough. Silly link buyers.
